Panelled concrete house

I have seen a house today for a friend (possibly buying it).

It is an ex council place and all the house around it are similar. They are made from panels of concrete it seems and all have little cement holes in them. I am assuming this is some sort of past strengthening works.

This house however has been completley reskinned in brick it seems. Does anyone know if this is good or bad. Will this aid the strength of the house?

PRC house. Some types are ok but some are designated defective and you won't get lending on them unless they are properly repaired under a certified scheme. So you need to know exactly what type and if it has been repaired and if so when and by whom?
 
This looks like it is a council job, but the house is a repossession so not sure if there is a certificate. I am sure the work has been done to a good standard.

I will call the estate agent.

Can't tell from the photo which type of PRC it is. But as it has obviously has been repaired that's probably academic anyway. Question is; repaired to what standard? Ideally you would get a prc repair certificate. Most lenders won't lend on it without one. If you are paying cash then you might decide to take the risk but bear in mind you (or your potential buyers) will have the same issue when you come to sell.
 
Yes i know. If no cdert then i wouldnt offer much. But someone else may do.

It was sold until last week and 2 days before exchange, then it fell through. Sounds like it is the certificate issue.
