panelling in bathroom

Just bought some Picton brand 7mm. t&g panelling for the bathroom. On the instructions it says use a vapour barrier. Should this be under the battens or over?
Also it says leave a gap top and bottom so air can circulate. How is this achieved with skirting and a border?
Picton don't seem to have a website.
