Is is possible to lay maple parquet flooring directly on to floorboards using bitumen as an adhesive or do I need to put hardboard down first?

Depends on the state (cupped etc) of your floorboards.

Why use bitumen? Will get brittle after a while and your floor could come loose. Use proper Parquet adhesive.
