It hasn't been, but working to the regs is no problem at all. The heights detailed in part M are miles better than the old fashioned places people used to put switches, sockets, CUs etc.

Unless you have some reason for wanting to mount them outside the height ranges listed in the Approved Document and a dictatorial building inspector tries to insist that the heights which are listed in that document are absolute requirements. So the problem has not gone away.
