it applies to england and wales (possibly NI?). it does not list where it does not apply to

Part P has got heehaw to do with Scotland, the probem is manufacturers and even the government, tell you its to do with the new building regulations but fail to properly put the correct tittle of England and Wales before the information.

Scotland has seperate Building Regulations from England and Wales hence Part P has got nothing to do with Scotland,

look at this page of the Scottish Building regs official website

half way down it says in black in white that Part P has got nothing to do with us.
