If you are simply changing an existing fitting then I agree with Ricicle, no need to notify.
(Providing that you are not adding to, or altering the circuit).

He didn't mention notifying, he said "without falling fail of part p???" to which I assumed he meant falling foul not fail.

ALL domestic electrical wiring (in England & Wales) falls foul of Part P.
 
Part P applies to installations in or attached to domestic buildings. An installation only falls foul or fails part P if there's something wrong.
