Just wondering if changing sockets/switches etc is covered under part P?

Also, is a breakfast room (open plan kitchen/breakfast room, wall separated by about 3m from nearest kitchen worktop) covered by part P?

Firstly, Part P (in fact all of the Building Regulations) applies to any work whatsoever on fixed electrical cables or fixed electrical equipment located on the consumer’s side of the electricity supply meter which operate at low or extra-low voltage and are—
(a) in or attached to a dwelling;
(b) in the common parts of a building serving one or more dwellings, but excluding power supplies to lifts;
(c) in a building that receives its electricity from a source located within or shared with a dwelling; or
(d) in a garden or in or on land associated with a building where the electricity is from a source located within or shared with a dwelling.

So even if changing sockets you are legally obliged to comply with P1:

P1 Reasonable provision shall be made in the design and installation of electrical installations in order to protect persons operating, maintaining or altering the installations from fire or injury.

Not all work is notifiable though, and if when you look here at Schedule 2B, and when you read down it you find a classification which matches what you're doing then it's not notifiable.

Same thing about "covered by Part P" applies, but in terms of notifiability, the law makes no distinction between open plan kitchen/diners and kitchens. However, the guidance in Approved Document P says, IIRC, that the extent of a the kitchen area in an open-plan situation is 3m from the sink, but do check, as I might have got that wrong.
