This is a bit of a puzzler,
What do you mean by, fence/wall, surely it is either one or the other?
If you meant that you wanted to build up to the boundary, and that the wall or part of it might be on your property, then you need to consult your deeds to see exactly where the boundary falls, and I also recommend conferring with your neighbour to check there will be no nasty surprises later.
