we have a dividing wall running from the side of our house to part way down our back garden. The pillars are solely in our garden. Does this mean the wall belongs to us?

Probably. Do you know who owns whatever is on the boundary on the other side of the garden? If it's not you then the answer is almost defo a resounding 'more than likely'

my neighbour's garden is on the other side of the wall
 
May, may not. It could be sitting astride the boundary. Piers on your side does not always mean that the wall is yours.
Check your deeds, they may give some measure of width of garden etc or some indication of line of boundary.
Position of wall in relation to flank wall of your house should give a good indication.
