Patching small hole on my external wall

I am trying to patch a small hole where it used to have a prv pipe (10 to 15mm)from the old boiler. I tried to use mortar but couldn't manage to shove it into the hole for more than 5mm. Should I have used expanding foam as backing? Or just use silicone instead?

The wall is a single skin solid brick wall with pebbledash rendering.

Presuming the hole that used to be occupied by your PRV pipework is all the way through the brick, use a mortar mix with small stones in the mix. Ram it well home until it is observed from the inside and then finish off the outside to match-in with the surroundings. When it has almost set, scrape back the inside fill and then when set add common decorator's filler to flush off.

Mix it semi dry, add a tiny bit of fairy liquid (couple of drops for a small mix) to hold it together like plasticine, use your finger.
