patio hardcore?

i am doing a bit of work in my garden which will include laying a 8mx4m patio, using 400mmx400mm slabs from B&Q.
my garden is currently all covered in small pea size gravel which at the moment is about 4 inch's deep, so my question is this
Would it be ok to hire a wacca plate and use the gravel as hardcore then cement the slabs down, or is it a case of getting a skip, rid of the gravel and starting a fresh?

the gravel wont compact down sufficently to be able to use it as a base. thats why its used around drainage pipes, as it provides protection, but doesnt compact to break the pipe, and makes it easy toi dig them out.
