Paving Over Railway Sleepers

Hi all

Newbie to the forum here and amateur DIY'er

The garden of the house we recently moved into had a large planter in the middle of patio area about 11ft by 5ft made out of sleepers which we decided we didn't want as it is an ideal sitting area.

So we dismantled it with a view to paving the hole within the area. On taking it apart we discovered that the planter was built over 3 large railway sleepers embedded within the ground. (I got in touch with the previous owner and they this used to be some sort of pond)

The depth between the sleepers and the pation area is around 2".

My question is would it be possible to lay a dry mix base of sand cement over the top of these sleepers as a base for the new paving ?

I don't really fancy trying to dig/cut out the sleepers as they seem pretty well embedded.
