Paviors suitable?

I have had a problem concrete pour (my fault) for foundation, as a result of which I am 70mm lower than I should be to start blockwork.
I have a lot of concrete paviors that are the right size to bring me up to correct level and the thought is that if I lay a single course of these paviors - on mortar bed- across the whole width of the foundation concrete and for as long as required, I need not be cutting the 7nm blocks down.
However, I have concerns over the compressive strength of these paviors and that they are not suitable for this situation.
Can anyone advise?
 
No worries with the compressive strength: it's going to be >>7N/sqmm
