Pebbled border on decking

a bit complicated to explain but will try to keep it as simple as I can.

My decking has been fitted to joists that sit on a block and concrete structure that was built to give me the desired height. When I came to build the decking I noticed that the base was not square.

I want pebbles around the edges of my decking but now have gaps that go all the way down. I don't want that my pebbles and they will also affect the side decking boards through their weight if I did that.

What can I place here for the pebbles to sit on please?

I think @Ian H has hit the nail on the head. Sorry for the cryptic nature of the post.
Essentially, I need to create a bed for the pebbles to sit on as else they will drop to the ground. This is because the concrete platform was not square. This may be a better image.

Is chicken wire mesh my best bet?
