peeling paint on plaster.

Hi,i have removed the wall paper and found on one wall that the plaster has been painted,it looks like gloss.
This was done approx 20 years ago,i want to paper this wall but i think the paint will peel with the wallpaper paste and bubble up.
When dry its all stable,When wet it peels with little pressure from a finger nail.

They need sanding down and sizing!

Thank you,printiceboyofderry. Plenty of sizing and well soaked lining paper with paste is well dry now and looking good.
