Peeling wallpaper repair

I've been asked to repair (ie reglue) areas of wallpaper that have 'curled back' along various sections of seams. However, the paper has turned quite stiff.
Can anyone advise what I should do. Soak the paper with water to soften it enough to stay in place while adhesive sets? Also, would a particularly strong adhesive help? If so, can anyone recommend.
Help would be greatly appreciated!

use water to soak the wall paper (i use a spray bottle)

then use wallpaper paste, dose it under the wallpaper, leave it for a while, then stick it down.
