Eu funding !!!!! poppy cock!! ......did we get back a half of what we put in ?

When I join a club, a society, pay the internet service provider, pay the TV subscription, pay the council tax, etc, etc, I don't measure the financial returns with the cost of membership. I look at a more holistic return on investment.
If I concentrated on the simple comparison of a financial return, how much will I receive back if I pay £x in, I probably wouldn't subscribe to anything.

Why is Cornwall commercially depressed?

It has all the right ingredients, apart from transport links, so why is it's economy so stagnant?

Maybe you've hit the nail on the head.

Cornwall did start to become an industrial powerhouse because of mining, a lot of early innovation, steam engines etc came about down here. Masses of valuable minerals, tin, copper, china clay, a bit of gold, but they were lacking one very valuable mineral, coal. If they had coal, the industrial revolution would have started here.
