I am renovating the upper floor flat of a two-storey Victorian conversion in London. The lower floor flat is owned by another person.
The building has no chimney stacks - they have already been removed - and I would very much like to remove the chimney breasts in my flat to make the rooms that little bit bigger.
Question is - does my downstairs neighbour have a legal right to refuse me permission? Do I have to buy the right off him or is it just a matter of serving him with a party wall notice?
