Permitted Development - 'Raised Platform'

Question.

Just drafting up a rear extension under permitted development. Standard fare and meets all obligations. BUT. the rear garden is around half a metre lower than the FFL meaning we would required steps up from garden to the extension.

As its over 300mm could these steps be deemed a 'raised platform'? ergo needing planning?

But anyway, isnt the height of a "raised platform" measured from the ground at the house?
