Pillar tap handle grips when pulled up

One of the bathroom pillar taps is acting up: the handle only grips and controls the flow of water when it is lifted a few mm above the faucet. If it's left to drop, the handle just spins. I've read other threads about spinning handles requiring a new valve kit for spinning handles. Is this the case here, or is there some sort of cheap fix to keep the handle lifted and retain grip?

Just to check, would I need to turn the water supply off at the isolating valve before replacing the head?
