Pine T&G floor on battens over tile & concrete base

I have a cottage which is tiles on top of concrete throughout and not very even. I want to create a stepped up lounge floor using 3" x 2" battens and pine T&G.

What's the best way to do this, do I need a moisture membrane under the battens, can I still screw the battens into the concrete through the membrane (is there a sealer I should use), do I insulate between the battens, and what ventilation will I need?

The total area will be around 19 m2, and being old the walls are thick but do not have damp proof coursing.

PS, I have bought timber tite screws to secret screw the boards. Are they any good?
