pipex is great but expensive .. i was with them 2 yrs . very good .

You have GOT to be kidding. In the last 24 hours I've had two customers ask me to tell everyone I know NEVER to use TalkTalk.

On what basis do you recommend them?

Is quality of service anywhere on your list of criteria?

I have no 1st hand experience with the other 2 so I wont comment. I highly reccomend Zen internet for their service and support as well as reliability, they also have UK tech support and the advisors are technical. That said, they are more expensive than others (over your £15 mark by about a tenner for a home line) but like most things in life you get what you pay for.
