I think it's more a case of the thermal performance requirements being stepped up, so poorly-fitted insulation with gaps or bafly fitted areas will make it more difficult to meet the regs. Festool were actually the first to develop an insulation saw to cope with this (at around £600!), but that sort of solution is bound to become a lot more common over the next few years.
