PIR to raise floor level

I am making an ensuite bathroom out of a utility area with concrete floor (no DPM). The bedroom floor is a suspended wooden floor 10" higher. The ensuite floor area is only 900mm 3000mm. I have ran services on the old concrete floor.

Originally I was going to lay a thick DPM then lay 6" PT timber joists, infill with PIR, overboard etc then tile. However I have read several posts where it seems I could just lay Celotex or similar sheets, float flooring on this then tile. This would seem an easier option for a 900mm wide room if a viable option. Is this acceptable? Proposed sequence would be:

1) DPM
2) 100mm Celotex with channels cut in underside to approx 2" depth for services (soil pipe is already partially buried in original concrete floor)
3) Another 100mm Celotex
4) Floating 18mm T&G chipboard flooring
5) Overboard with 10mm Thermopanel glue / screwed to flooring
6) Electric underfloor heating in de-coupler mat
7) Tile & adhesive (no SLC needed apparently for this type of UFH)

Would this work? Any tips / improvements?
