Is it acceptable to use Calculation from Zs to establish R1 + R2 if you note that is howe you done it on a PIR?

You don't even need to note it down. The normal method, as you probably know, is to measure R1+R2 and calculate Zs, which avoids live testing and is more conclusive.
 
it's impractical to calculate R1+R2 from a Zs reading..

you will have many parallel earth paths included in a Zs reading and as such it would give an artificially low R1+R2 reading..

Plus how can you confirm that you have a complete ring on a ring main, and no rings within a ring if you dont carry out R1+R2
