pitching a flat roof

i want to put a pitched roof on my old flat roof.part of it is on single skin brickwork and the other is double skinned.can i just put the joist feet straight on to the exsisting wall plate or will i need to strengthen it.also will i need planning permission,thanks
 
Joist feet? Surely you mean the rafter ends.

Yes they can be birds-mouthed onto the existing plate. Run them along side the existing joists and then fix the joist and the rafter together. You may need to trim the joists so that they don't stick up above the pitch of the rafters.

You will also need to fix holding down straps to the wall plate and depending upon size, restraint straps to the gable end. Insulation and ventilation will also need to be addressed.

Planning permission may be necessary.

It is controlled work so building regulations will apply.
