Planning a new hot wayer/ch install

Hi all.

I need to plan a new install to replace current ancient oil boiler, unvented tank, woefully undersized ch system....
I've had various heating engineers take a look and there seems little concensus on best approach..
Is there a list of best 'rules of thumb'?
