Most councils don't post notices adjacent to the site relevant to a planning application, but simply post standard letters to those residents in the immediate vicinity and who are likely to be impacted.
If it's a conservation area or a listed building, they will stick a notice up adjacent to the site giving 21 days for comments.

I think the rules changed last month, they certainly did for our local dorset council. They dont send letters to neighbour's anymore, and they ask you to post the site notice outside the property and send photo evidence once its displayed. They have also requested various photos of the site and existing elevations. They mentioned some applications will be decided without a site visit to help the backlog of applications.
