Planning permission agricultural buildings

Hi all - live outside conservation area and I am wanting to insulate and render a brick agricultural building. Could I do this on permitted development? Or would I need planning permission to render it because there is currently no render on the building? I know I can clad it without planning permission.
Any help gratefully received! Cheers

Technically this would require planning permission as it would result in a 'material' change in the appearance of the building. Depending on the location of the building, you might be willing to accept the risk of being 'found out'. Providing the building is not particularly sensitive in terms of quality of design and/or location, the Local Planning Authority is likely to invite the submission of a retrospective application, rather than enforcement action.
