Planning permission for linking garage with main building

I'm wondering if planning permission would be required to convert a single skin brick outbuilding and link it up to the main house. Currently there is a path which separates the two. This is essentially a garage conversion plus short hallway to connect the two. See pic.

I suspect yes.

PD assessment looks at the whole structure added to the original property so would probably take you way over 50% of the existing width when the garage is added to the new infill.

Thanks. What costs and hassle are associated with this roughly? I've only ever done work under PD
