Planning Permission

This could be deemed as "how long is a piece of string question" but, do I need to get planning permission to put a conservatory on the back of my house? The maximum cubic size will be about 16 sq mtrs probably with a flat roof as appose to a pitched one or gable, how would I find the answer to this question please.
