Plaster blown along top of wall

Hi there, we just moved into a 1950s semi-detached and we have blown plaster at the top of the office wall where it meets the ceiling. This is a shared internal brick wall with our neighbours and our bathroom is above it.

We'd like to use lining paper for the room as we don't have the money to get it skimmed. What would be the best way to repair this?

Dig out any loose plaster
Fill with toupret powered filler.
Have two goes at it allowing an hour between mixes and fills.
Sand smooth when dry.

Just the Hessian you can see in the corner. Many modern houses don't have a tape between wall and ceiling now. Cost cutting I guess which is why you get the cracks along ceiling line.
Your house has the old hessian mesh. Bit of movement has caused the surface plaster to come off. Nothing to worry about
