Plaster over anaglypta paper

Hi, we moved into an old terrace 3 years ago that had been renovated by the previous owner. Most of the plastering is quite good except in the hallway and up stairs, we thought some sanding would solve the uneven walls......We now know why the walls are so bad, we can see wall paper pattern through some of the plaster. I know you are not supposed to plaster over paper, should we knock all the plaster off and start again or is there another solution? We don't want to spend too much money as we were thinking of moving next year and have a newborn in the house.

Get a professional plaster to look at it and see what he says,if you want a good finish.

Some useful advice above but if it is indeed Anaglypta paper then the paper must come off or be boarded over. Skimming over will only give future problems.
Given that you can see the pattern it sounds like paper not un-patterned Artex.
Remove a little of the skim from an obscure place, and you will soon ID the paper.
