plaster to floor

Good evening everyone,
I have wallpaper coming of the walls in one room at skirting board level, and I,m sure its my own fault as about 3years ago I plastered down to the concrete floor, then fitted the skirtings.
Any advice please.
 
It's never a good idea plastering right down to the floor, especially if it's a concrete/cement floor,,,, always better leaving a gap.
Are the walls brick or plasterboard, and if they are plasterboard, does that touch the floor too. Either way,, if you think that's causing the problem, then the only way would be to "carefully" remove the skirtings, then cut the plaster about an inch or so, up from the floor level. Tell us a bit more about what the walls made of,, and is it the inside of an external wall?
 
Thanks roughcaster,.....the inner course of bricks are commons outer are stocks, andthere is nothing bridging the cavity, (outer wall), and the damp course is the double slate type.
