A hot water copper pipe will expand & contract considerably as the heat varies; the problem with plastering directly over pipes is that they cannot move freely & the plaster will most likely crack as the pipe expands. Its best fit them in some sort of sheathing as stated or cover with a steel or plastic capping & plaster over that.
