PLASTERING OVER PAINT

I WANT TO HAVE THE BATHROOM SKIMMED. HALF OF IT WAS PLASTERBOARD AND THE CEILING (I CAN SEE THE JOINS AS SHADOWS THROUGH THE PAINT) ONE WALL IS AN ORIGINAL . ITS A GEORGIAN FLAT. BIT WORIED ABOUT ALL THIS TALK ABOUT ONLY USING LIME PLASTER FOR OLD PROPERTIES?? WHICH WOULD BE THE BEST PLASTER?

PREVIOUSLY THE DECORATOR PAINTED OVER THE PLASTERED BIT AND I AM NOT SURE THAT THE FINISH WAS VERY GOOD AND LINED THE OTHER WALL WHICH HAS HORRENDOUS BUMPS. WOULD THE BEST THING BE TO GET IT ALL SKIMMED THEN RE EMULSION. THAT WOULD MEAN PLASTERING OVER PAINT. WHAT WOULD HAPPEN ABOUT THE SHADOWS WHERE THE JOINS WERE. WOULD THE PLASTERER HAVE TO DIG OUT THE JOINS AND USE THE TAPE? THANKS
