plastering / rendering over damp (below a damp course)?

Forgive my ignorance if this is a simple query. however, I have a single brick garage with a damp course fitted and apparently doing it's job. However the brick below the course is showing signs of damp.

I'm looking to plaster the interior of the garage to tidy it up, but reading through many threads am a little confused as to what I can & cant do.

The walls above the damp course are fine but below are damp, so whats the most cost effective way to line the walls without attracting the water levels up the wall via battons, or plaster etc?
