plastic & cast iron main stack

on the main stack in the house, i have a plastic pvc plug that is on the main stack (which is cast iron). It came off yesterday and i sealed it back up with caulk. Toady it came loose again. How can i seal it back so that it does not come off again or leak?
 
How big is the plug and is it for rodding. If not try superglue, would need to clean off the old silicone first.
 
when you say "plug" do you mean a bosspipe thats for a wastepipe???
that goes into the cast pipe??? If so i would use a strap on type that way it fits all around the pipe, and can be bolted on and sealed with silicon that will never come off,
