Plug stopper depressed in sink!

It might have jammed because they work on a type of ratchet that hooks on when closed then a spring takes the tension off and latch is released when you press down again ( difficult to put into words). Just undo the plastic waste pipe and there will be a large nut holding the rest into the basin which you unscew and then lift out the waste. If you have no access then you may need a plumber.

We had this issue on our bath and nothing would budge it. As it wasn't easily accessible underneath, I went with the nuclear option and drilled 2 holes either side (of the plug stopper), and then unscrewed with needle nose pliers. Replaced with a conventional plug on and a chain. It had been playing up for a while and was a great relief to finally get rid! As yours is on a sink, it will probably be easier to unscrew below as previously stated.
 
I havent tried "Take the waste out from underneath" as i do not know how to do this

Under the sink, is what is known as a trap. Just a U shape in plastic. The trap, is fixed on with screwed collars. Just unscrew and release the collars, and the trap - you will then be able to poke something up from below, to push the stopper up, and out.

now theres an idea.... i could drill a few holes in it... then thread some wire through the holes and pull out.....

A single hole, with a suitable self-tapper screw - but as a last resort. Tackling it from below, if you DIY, could be cost free option. Likely, all that has happened is the pop-up mechanism is jammed with hair and detritus. Get it out, clean it, and you are back in business.
 
I mentioned this to my neighbour... he has been round and DIYd it and fixed it as per your suggestions via the waste pipe.
