Plumbing not done to regs

9 months ago a builder built me a single storey extension. Last week the radiator in the extension didn’t work and I put it down to a frozen pipe and worried about it bursting so I went searching for it.
After going into my ceiling I found the radiator flow + return pipes were sat on top of the insulation board, not lagged and essentially just open to the elements.

I was pretty gobsmacked, and in Building Regs document L It clearly states that pipe work should be lagged when they pass outside heated living space, inc where pipework passes through voids.

I have called the plumber who did the work asking for them to cover the cost of the replastering work which I feel is more than fair but they are refusing.

Is there anything I can do or is it me that will just have to take the hit.

Not really a building regulation issue, but more of a contract/negligence issue with the onus on you to prove negligence.

No nothing like that unfortunately. The plasterer will cost about £125 so it’s not the end of the world, more just annoying that a professional plumber did this shambolic work and will get away with it.
 
If he's done it to you he'll have done it to others. Drop local Trading Standards a line. Have the pipes actually burst or did you get lucky?
