the problem is the water tanks in the loft are making alot of noise when the taps are on,

Could be high pressure on the cold water mains feed or ballcock hammering.Have a look at the ballcock and clean internal parts or try adjusting the mains stopcock until noise gone.

is the noise like thumping ?

if so it is caused by the water presure and you can attach a small weight to the ball cock ? to stop it bouncing , alternitivly change the ball cock for a new type Fluidmaster Side Entry Ball Valve V747
