Poor hot water pressure/flow

Hi. I've recently noticed the hot water flow/pressure in all taps is pretty low, when shower is on and a hot water tap opened the shower flow almost stops. Cold water pressure appears ok. I have a Ideal logic combi 24 boiler that has given no issues and is regularly serviced. Central heating is fine and hot water gets hot no issues but flow poor. I've bled out all the radiators and set the boiler pressure to 1.5bar but still nothing. Is there anything else easy to try or should I just call out my regular heating engineer next week. There are no obvious leaks I can see and boiler pressure doesn't drop. What should the flow be in hot and cold and is there an easy way to test??
 
Also think these boilers may have a filter on the cold water inlet.
 
I'll have a look in the boiler manual. All stopcocks under the boiler are in the open position.
Maybe if note my wife has just mentioned that a couple of weeks ago she switched on a hot water tap and it was spurting like the water had been off. Did this for a couple of seconds. This made me recall in the bathroom I switched on a hot tap and it banged and a spurt of water came out then it was normal. Could I have some kind of air leak??? There are only 3 hot water outlets in the house. Kitchen aerator mixer, bathroom mixer and bath taps are separated. There's also the shower fed from the boiler
 
Just done some flow tests.
Outside cold tap, 17l/min
Bath tap cold 16l/min
Didn't check the bathroom sink mixer or kitchen aerator.
Hot water bath tap 3l/min

That, usually means your mains cold water supply has been off for a while, and some air introduced into the mains pipework. Have they been doing some repairs, out in the street? Might your mains pressure be a bit lower than normal?
 
As far as we know main water has not been off, and I've checked United utilities website and nothing. I thought anything above 15l/min was ok

United utilities website can be slow to update, we had a noticeable problem which didn’t go on their website. Sounds like the cold inlet filter may be blocked. You mentioned setting the pressure at 1.5 bar, you didn’t partially close the cold as mentioned above? Can you post a photo of the valves underneath?
 
Where would that be, or is that a heating engineer job

I've looked in the service manual and you need to remove some stuff to get at it, stuff I'm not comfortable messing around with
