Poor hot water system.

Dependent on how the water is actually supplied, i.e the farm is on a single main and then the houses are branched off that supply, then the farm will be metered anyway as non domestic. The usage will be calculated on the farms mains meter as they will probably be charged as non domestic, with the meters covering the houses allowing, as you suggest, for that charge to be discounted.

Most domestic water services (supply/sewerage/drainage) in Scotland are billed by the local authority linked to the council tax band level of the property. The transporter does not usually charge directly and supplies are not normally metered and then charged for use only. Of course a meter can be installed but that is usually where properties are larger and use larger volumes of water and that entails extra survey and installation costs.

The big issue here is delivery, Scottish Water's min SLA is usually 9 L/Min @ 1bar but as they are being sub supplied by the main from the farm that then may mean it is the farm owners responsibility for the supply downstream of the meter and therefore written into the deeds.

Option may be to pump the main - though that may not be allowed given the specific situation. I think they need to investigate who is responsible for what first.
