Pootterton Suprima 60 not firing..soot near flue

Hi, I would be grateful for any ideas as to what's wrong. This boiler of 12years has always had a noisy flue . During the recent cold weather it became very noisy (whistling) and then today gave up on me. I have notice a sooty patch has appeared outside near the flue. Having followed the fault finding guide, I don't get to the ignition stage and I guess I'm going to have to call someone out, but having been ripped off in the past would be grateful for any advice.

Turn boileroff now and call your gas emergency provider. They will call out free of charge and make boiler safe within two hours max. Then get it looked at by a registered installer. Dont muck about with this.
 
Thanks for your advice. I do have a carbon monoxide alarm close to the boiler and appreciate your concern.
 
Regardless, get it checked and made safe, cant be sure but yiu could end up with explosive ignition if you keep trying to light it. As for being ripped off ask freinds or family for recomendations.
 
OK. I understand what you are saying and wont continue to investigate....but any ideas as to what the problem could be???
