Possible leak....

I have problems similar to D.Hailsham //www.diynot.com/forums/viewtopic.php?p=1610758#1610758 in the downstairs W.C. and under the adjacent external uPVC door. The wall is 9" at this point and there is visible damp outside both above and below the DPC. Inside I have fungus growing and paint that is starting to bubble. (Walls are dry lined internally.)

Lifting the Lino inside has revealed the floor is visibly wet. Floor is concrete, and has DPM as I laid it when rebuilding that area of the house a few years back. I know there is a redundant lead main under that area and I suspect that may be the issue as this problem has only manifested itself over the last couple of weeks.

Problem is, lead was capped as it leaves the building, but enters from under my neighbours property, and indeed still supplies the property about 4 houses down where it enters from the street. (Rest of us have had new individual connections.) I cant turn it off to see if the area dries out as it is still used, and dont really want to dig my floor up if I can help it.... Wondering if I have any clout with Anglian Water to be able to get them to cap it further down in a neighbouring property? Any advice gratefully recieved as its starting to smell.....
