Post skim bubbles in plaster

Hi,

Had a few walls skimmed about 6 weeks ago. I have given them a couple of coats of screwfix paint for plaster. Most of it seems well, except in a couple of areas where the plaster has bubbled slightly.

I thought this was down to the surface plaster being spread too thinly, but I suspect it is something else;

Before the skim we stripped all the wallpaper (obv), or so we thought - I think we kept some very old brown paper on the walls, falsely believing it to be some form of ancient non removable wall covering (house is 100ish y o).

I now think it was simply old wallpaper that has now been skimmed over.

What is the best coarse of action (other than re plastering) to remedy this?

I was thinking either:

1. burst the bubbles and paint over - hopefully not noticeable when final paint colour is added
2. Gently sand the bubbling areas (while the white paint is on) - re paint undercoat and re apply top coat.

Any other ideas?
