Potterton EP2001 - Central Heating Controls

I have a Potterton Netatheat Boiler and a Potterton EP2001 Controller on a pumped CH&HW system, however even though the timer controls say the system should be OFF the system stays on (both CH & HW) is it too obvious to assume that the Controller needs replacing or could it be something else?

More than likely a sticking microswitch in one of the motorised valves.
Or in this weather if you have a frost stat its kicking in

I don't think it's a frost stat as this has never happened before

The lever on the Heating MV shows no resistance and does not return when manually moved, the HW MV does return when manually moved, but I'm not sure what this means
