Hi I have a Potterton Performa 24 combi which is a couple of years old now and the hot water has got cooler as time as gone by , but recently the hot water is as good as useless, when you open the tap the boiler fires up and warm water does come through eventually, but when it does the boiler clicks out for a while, and then it fires up again and this is how it goes on, if you open the tap to full the water stays cold, you have to throttle the taps right down low to get any hot water at all, the central heating side is working fine, any ideas will be most appreciated

This is a classic symptom of a blocked secondary heat exchanger.

It will be caused by debris from the heating system getting into the boiler. It results because the installer did not bother to powerflush the system before fitting the new boiler.

It may be he was not CORGI registered and did not fill in the Benchmark Certificate either. If that is the case whoever sorts out the problem for you should so a proper safety check on the boiler and flue.
