Potterton Promax SL won't turn off

Hi, My Potterton Promax Sl of 18months will not turn off. I use the fuse to stop/start. even in constant off the internal fan comes on and stays running. Any suggestions. Am sure to be saving money with the fuse out but may need to have it working properly.
