My potterton suprima 40 boiler never reaches the room tempreture, it comes on and after a bout 15 min stops with the led telling me boiler temp satisfied, it has had the latest pcb about 7 months ago, it has plenty of flow through it, after it initially comes on it just cuts in and out so the radiators never get really hot, any ideas, any one, is it the pcb again?

The water from the hot tap gets hot enough, the thermostat on the cyl is set at 60 (is that to high) and it doesn't seem to reach that temperature.
The pipes in and out (heating coil) seem about the same temp and not that hot
